Focus areas

The stress test will assess the resilience of the rescEU EMT as an international disaster response capacity when exposed to a high-impact, low-probability (HILP) event. It will assess the EMT as an interconnected system, examining dependencies and interactions between its different components and identifying how disruptions may propagate across the capacity. The stress test will focus on identifying potential breaking points, cascading effects and critical bottlenecks that could affect the EMT’s ability to maintain operations. Particular attention will be given to supply chain vulnerabilities and business continuity implications, including how disruptions affecting one component or enabling function may impact the wider operation.
