WP 1

Conceptualizing HILP as Concurrent, Cascading and Systemic Events

WP Leader: University College of London

Objectives

  • Conceptualize and define HILP as compound, cascading and systemic risks and develop a taxonomy
  • Identify common conditions between HILP and HIHP events
  • Propose a consistent approach for assessing drivers of escalation and common points of failure
  • Define the possible use of creative/lateral thinking for systematizing an approach to tabletop exercises and scenario building

WP 2

Multi-Disciplinary HILP Reference Library

WP Leader: Delft University of Technology

Objectives

  • Leverage advances in information and data collection to establish an architecture and database of HILP events that draws together the different HILP cases
  • Machine learning-based analysis of HILP events (magnitude, cascading effects, effectiveness of interventions)
  • Co-create a reference library of HILP along with associated risk management interventions

Risk and Resilience Stress Test Methodology

Objectives

  • Develop the stress testing methodological framework to map systems’ interdependencies in economic, social, and physical domains
  • Develop the methodologies for identifying and managing systems resilience to HILP events, including strength and direction of cascading failures, to enhance infrastructure preparedness and community resilience

WP 4

Scenario Co-development and Stress Test Implementation

Objectives

  • Create baseline scenarios to be tested in case studies
  • Implementation of 9 STT1 assessing and managing risk and resilience for critical infrastructure
  • Implementation of 7 STT2s assessing cross-domain connectivity of systemic functions and expressing overall risk and resilience in the units of utility
  • Implementation of 2 STT3 revealing the impact of any disruption to critical functions enabling effective risk and resilience management plans to be developed

Evidence-based Planning, Capacity Building and Risk Communication

Objectives

  • Contribute to the development of DRM domestic and regional/border governance approaches for HILP
  • Define multi-dimensional integrated data preparedness requirements for evidence-based planning for HILP events
  • Formulate comprehensive guidelines for evidence-based planning and management for HILP
  • Upon analysis of HILP data from the STs, develop an operational HILP capacity development approach using innovative training, simulation and data analyses technologies
  • Develop a handbook for risk communication strategies on HILP events including interagency and public alerting protocols

High Impact Creation – Dissemination, Communication and Exploitation
