Objective

To provide a deeper understanding of how systems are connected, and where disruptions in one area may trigger cascading failures in others. This supports the design of a system-wide resilience strategy across departments and sectors.

Qualitative scoping study

Testing Approach

  • Two-day tabletop exercise using semi-quantitative methods and Multi-Criteria Decision Analysis (MCDA) to explore interdependencies, feedback loops, and response coordination. It’s a more detailed step beyond STT1, adding analytical depth while remaining practical and interactive.
